Cafe Pokpo Seoul is best understood through its Seodaemun waterfall view: a public cafe beside Hongje Falls that has turned an urban waterside setting into one of the district’s most talked-about visitor spots. Opened in April 2023 and directly operated by Seodaemun District, Cafe Pokpo has grown around the simple pleasure of drinking coffee with an artificial waterfall as the backdrop.1
For travelers searching for a Seoul cafe that feels different from the usual street-level espresso bar, the appeal is easy to grasp. The setting combines a cafe, a terrace, a photogenic waterfall, and a wider Hongjecheon-area cultural space, while the cafe’s operating profits have also been redirected into local scholarships.2
Cafe Pokpo Seoul and the Seodaemun Waterfall View

The heart of Cafe Pokpo is the view of Hongje Falls. Korean coverage has repeatedly described the cafe as a place where visitors come not only for drinks, but also for the scenery: water, terrace seating, photo spots, and a rare sense of open space in the middle of Seoul. By September 2025, one report said the cafe had drawn about 2.96 million cumulative visitors, including foreigners from more than 30 countries, and had surpassed 3.9 billion won in cumulative sales.2
Those figures help explain why the cafe has become more than a neighborhood curiosity. Another report said Cafe Pokpo reached 3 million cumulative visitors and 4 billion won in cumulative sales on September 20, 2025, after opening from a site that Seodaemun District improved from an underused area, including a former waste collection space.3 The same report noted that the district expanded the second floor, enlarged the waterside terrace, and hosted more than 80 performances and events connected with the cafe.3
There is a practical reason this place has spread so well online: it gives visitors a clear visual anchor. A coffee cup alone can look like any coffee cup, but a cafe terrace facing a large waterfall is immediately recognizable. A visitor named Marie was quoted in Korean coverage as saying, “I did not expect to see such a huge waterfall in the middle of Seoul.”2 That short reaction captures much of the cafe’s charm without overcomplicating it.
How a Local Cafe Became a Tourist Stop
Cafe Pokpo’s rise has been gradual, but the numbers show a steady shift from local destination to tourism asset. In October 2024, Yonhap reported that Seodaemun District had completed expansion work and had been operating the cafe’s second floor since September 2024. At that point, the cafe had drawn 1.4 million visitors since opening, reached about 2 billion won in cumulative sales, and related social media videos had recorded 30 million cumulative views.4
The district also added visitor support around the cafe. Yonhap reported that multilingual interpreters were placed at the tourist information center next to the cafe, a useful detail for foreign travelers who may be navigating the Hongjecheon area for the first time.4 That matters because the cafe’s popularity is not only domestic. By the second quarter of 2025, foreign card spending inside Cafe Pokpo had risen to 145 million won, based on Seodaemun District’s analysis of KB Kookmin Card data.1
The surrounding area has benefited too. In the third quarter of 2025, sales in the nearby commercial district were counted at 4.907 billion won, again based on the district’s analysis of KB Kookmin Card data.1 Seodaemun District Mayor Lee Seong-heon described the project as a new “waterside economic model” where city, nature, commerce, and culture are in balance.1 It is a polished phrase, but the cafe’s story does show how a public waterside space can become a reason for people to linger, spend, and explore nearby businesses.
The cafe has also been tied to targeted tourism programming. From March 19 to 31, 2026, Seodaemun District ran special operations for foreign tourists around Cafe Pokpo and the Hongje Falls Complex Cultural Center, including purple-themed menu items, a terrace photo zone in front of the cafe, and purple nighttime lighting at Hongje Falls.5 A linked promotion with Hyundai Department Store Sinchon targeted foreign customers who purchased drinks at Cafe Pokpo, connecting the cafe visit with the nearby commercial area.5
Seasonal Features and Community Impact
Cafe Pokpo’s waterfall view is not treated as a summer-only attraction. For winter, Seodaemun District installed a large transparent hemispherical air dome on the waterside terrace, opening it daily from 10 a.m. to 8 p.m. through March 2026.6 The dome measured 11 meters wide, 16 meters long, and 5 meters high, and was described as twice the size of the previous year’s version, with an improved view toward the waterfall.6
That seasonal setup added more than shelter from the cold. Reports noted a Christmas tree, nighttime landscape lighting, and a sculpture of Seodaemun District’s character “Searchi” at the site.6 Mayor Lee Seong-heon called the dome “an indoor garden embracing the waterfall,” a phrase that fits the broader idea of making the terrace usable even when the weather is less inviting.6
The cafe’s civic role is also central to its identity. By December 2025, Cafe Pokpo had reached 4.5 billion won in cumulative sales, and 610 million won in net profit had been paid as scholarships to 328 local students.1 Earlier reporting also linked profits from 2024 and 2025 to 401 million won in Haengbok Scholarships for 209 local students.3 For visitors, that means the cafe is not only a scenic stop; it is also part of a district-run model where cafe revenue is returned to the community.

Cafe Pokpo Seoul stands out because its appeal is unusually easy to explain: coffee, a waterfall view, public-space renewal, and a steady stream of visitors who turn the terrace into a photo-ready Seoul moment. For anyone looking at Seodaemun’s Hongje Falls area, Cafe Pokpo is now one of the clearest examples of how a local cafe can become a wider cultural and tourism landmark.
